E-QLT has been implemented with civil society organisations as a customisable tool that leverages contextual data to quantify community vulnerability at a household level and show the potential impact of proposed resilience-building interventions.
E-QLT is a social security simulation that provides a quantitative assessment of vulnerability at the household level and impact assessment of existing and proposed resilience-building interventions.
Stakeholders interested in understanding the target community's resilience at the household, demographic, or constituency level can use E-QLT to identify the factors contributing to vulnerability, simulate the impact of shocks, and evaluate the efficacy of existing social protection mechanisms.
E-QLT uses household data (income, expenditure priorities, access to social protections, among others) and contextual data (government scheme landscape, prevalent risks, among others) to provide a temporal simulation of household vulnerability for up to 10 years. E-QLT also contains a scheme design feature that enables users to design new resilience-building interventions and test their efficacy against existing measures. The highly customisable nature of the tool makes it adaptable to diverse stakeholders and contexts.
Case Study: Dvara ResearchDvara Research used E-QLT with secondary data of 400 households to assess the contribution of cash transfer schemes towards building household resilience. They also quantified the impact of improving scheme acess as additional resilience-building at the household level. The analysis outputs from E-QLT were used by Dvara Research for advocacy with the state government of Kerala.
Case Study: Youth for Unity and Voluntary Action (YUVA)YUVA used E-QLT with primary data of 80+ households in Ambujwadi, Mumbai, to quantify the vulnerability of migrant workers during COVID-19. They analysed the role of Maharashtra Government schemes and relief mechanisms in building resilience and highlighted gaps in social protection. The analysis outputs from E-QLT were used by YUVA for advocacy with various state government departments.
